The "illegal immigration problem, which is causing ominous levels of tension between Hispanics and U.S. Citizens, is real, but it has a solution. Unfortunately it requires changing ingrained social habits, which won't happen easily or quickly. But you can help by understanding the solutions yourself, and gradually educating your friends and neighbors.

These elements are encouraged by President Fox's recent plan to let Mexican citizens retain their Mexican citizenship after acquiring U.S. citizenship.

In July, Human Events reported that Mexican regular army units, complete with official Mexican military vehicles, have crossed the U.S. border several times. U.S. Border patrols have arrested them several times, but have always returned them to Mexico within 24 hours. Once they were caught with a map showing several drug drop-off sites, and a few times drugs were found near where they were arrested, as if they were dumped as soon as they saw the Border Patrol.

The solution is as simple as a return to the way the United States used to handle immigration in the days when immigrants were almost all there were in the United States. It just so happens the way they handled it then was similar to the way Moses handled immigration in the Old Testament.

Citizenship is a different matter. In order to be citizens, they have to know English and pass tests about the American form of government, and a little history. But the only right available to a citizen which is not available to a non-citizen is the right to vote.

True, our present welfare system is the primary reason such hatred is growing towards the flood of unauthorized immigrants from Mexico. It is scheduled to get much worse in the next two decades, as senior citizens living on social security rise to a third of the population, since 50 million Americans have been murdered by abortion. Americans will not be able to provide for each other, even if they had no Mexicans to care for.

But our enemy is not Mexicans: it is our welfare mentality. Government welfare is foolish on the face of it. It is justified on the premise that there are not enough charitable people in America to help the needy, so government should force people to be charitable.

If a private charity wasted 70% in administrative costs, government bureaucrats would shut it down!

Now stay with the math here. Let's put some easy numbers in this example to make it easy to visualize. Let's say there are 100 people in America. 50 of them vote for the government to force all 100 of them to each "give" $100 for charity. That's $10,000 available for charity, of which $7,000 is promptly thrown away on stupid bureaucracy, leaving $3,000 for welfare. But what if the 50 compassionate citizens decide not to coerce compassion by force of law? Then instead of all 100 citizens "giving" their $100, only the 50 give their $100, providing only $5,000 for welfare, out of which 7%, or $350, is spent on administrative costs, leaving a total of $4,650 for welfare! That's a 50% automatic increase in welfare funds available, just by keeping government out of it! Of course, it would be much higher than that, since the remaining 50 citizens, while perhaps not as compassionate as those once willing to force compassion by rule of law, would have some compassion, and would give some.

Those who vote for bigger government so it can provide welfare have the best of intentions. But the numbers just don't add up. Government welfare not only DOESN'T work, it CAN'T work. Every dollar spent on government welfare is a dollar and a half taken away from private welfare programs which work better.

There are tyrants loose in this world determined to do exactly that, and they don't care if it takes violence.

Free people are able to work together with the resources they have and live well, while less free people, with the same land area, the same resources, but less free to share their talents with one another, live in misery.

I can understand why a Mexican politician might be motivated to annex the United States. But I can't understand why any Mexican would leave the poverty of Mexico, to come to the United States to live well, and then work to extend the Mexican economy over this land to which they have fled!

The more likely effect, it appears to me, of opening up immigration so decent moral Mexicans don't have everyone looking at them as if they are lawbreakers, is that more and more Mexicans would experience the political system we have here, and would understand it, and would explain it to their families back home, who would then be more likely to improve the government of Mexico.

As for the "English Only" concern, I don't want government to try to offer translators to every immigrant in every language. It simply can't be done. I respect how hard it is to come to a strange country whose language you don't know. I shudder at the thought of facing such a task myself. But on the other hand, I've spent a lot of time with immigrants who move like a glacier to learn English, because they are under little pressure, with their friends always talking to them in their native tongues, and even getting government salaries to help translate for their friends. I see them "get by without the exertions of really mastering English; but I grieve for the lost opportunities they don,t even seem to know about, because they can communicate with only a tiny fraction of those around them. I frankly wish there were more pressure on them to get serious about learning the language that will open up a full life.

English isn't that hard to learn; however, the way it has been taught for the last couple of generations makes it almost impossible to learn, even for native born children. English should be taught by first drilling in the rules of phonics until they are memorized. After a couple of months of that, you can read. Help me get rid of all this Whole Language and Guessing at Words nonsense that turns out high school graduates with 12 years of schooling who STILL can't read.

(1) Help me scale down government welfare levels to the point that increasing immigration won't threaten the U.S. economy. Help me explain to people why government welfare, as well intentioned as it is, stands in the way of more compassionate welfare that costs less and helps more.

I don't mean you shouldn't speak Spanish when you come together for fellowship. It's a beautiful language, and if you don't practice it, you lose it. I suggest only that you distinguish. When you see an immigrant who doesn't know English enough to get the things he needs, only speak enough Spanish with him to teach him English. Don't enable him to put off learning what he needs to learn for his own comfort, and call it "fellowship".

The agenda I have presented to you, in case you haven't noticed, is a Republican agenda. Democrats love big fat inefficient government welfare programs. Democrats whine about how crowded the earth is getting; we have an "unsustainable population", they cry, so we need to kill as many as we can, starting with the most defenseless. Democrats love education gimmicks that destroy English instruction and mock sound phonics-based instruction.

When they reach the point where their English and their job skills match U.S. citizens, they generally reach the point where their wage expectations match U.S. citizens', too. Remember that to the extent population grows, so do jobs. But even if there is some willingness to work for less while offering comparable skills, what do we gain by keeping them on the other side of our borders, which drives our factories across our borders in order to hire them there? Would U.S. wage earners really be worse off if we invited all our own factories back, along with all the low-wage workers in them, for the tradeoff that the factories would return a few high-end jobs stateside along with them?
El argumento económico en favor de la apertura de las fronteras es que los extranjeros están deseosos de tomar los empleos que relativamente robaron a los ciudadanos Estadounidenses y que no están dispuestos a tomar de todos modos. The security argument against loosening the borders is that the faster immigrants flood in, the less time there is to weed out terrorists from the flood. The answer from the Cato Institute spokesman was that the 9/11 terrorists didn't come across as illegals, anyway. And the less effort we spend keeping decent, hard working people out, the more resources we will have to identify the crooks. I would like to add that I am concerned about the impossible work load facing the INS. I also am concerned about what it would do to the U.S. budget if we hired enough INS staff to process a flood of new immigrants without perpetuating the years-long waiting lines.

Would it be practical to encourage U.S. Citizens from a given country to volunteer to help the INS process immigration applications from that country? Could such volunteers come in the office, and learn by watching, and then help applicants answer their questions, and get all their forms in order, vastly reducing the hours needed by INS staff? This would free INS staff for more security checks. I don't know, but there must be some more organized way new citizens can help others from their own homeland get through INS.

Daschle's plan invites charges of inconsistency, for rewarding "illegals" only if they have been "illegal" long enough. But to be fair, no band-aid you slap on a severed limb can stop the bleeding. A problem this big requires surgery. It requires government welfare reduction, sound English instruction, and a better job of encouraging freedom abroad, rather than tyranny.
El plan de Daschle estimula los cargos de la inconsistencia, en cuanto que premia a los "ilegales" únicamente si ellos han sido "ilegales" lo suficiente. But meanwhile a good place to start is to recognize that "illegals" aren't the problem, but an immigration policy which ought to be illegal. And the reason we need to fix it is not because it will help our economy, or get us better jobs, or keep out terrorists, but because those millions waiting in line are our brothers, they haven't done anything wrong, and they need our help.

In San Salvador Atenco's case, the government offers 7 Mexican pesos per square meter of land. Its American equivalent is about 70 cents. For example, a 50' x 130' house lot would be compensated about $460. Bare land is actually worth 40-45 pesos per square meter in this area about 2-3 hours from the heart of Mexico City, yet the government will give only 7 pesos for land with buildings on it! There is, nearby, and uninhabited lake bed, Texcoco, wich would hold the Airport and Mall. But the government instinct to throw its weight around is strong. They will build the airport and mall on San Salvador Atenco, and make the lake bed a park! They say this decision is better commercially, and ecologically. Their opposition believes neither claim.
En el caso de San Salvador Atenco, el gobierno ofrece 7 pesos Mexicanos por metro cuadrado de terreno. Su equivalente Americano es 70 centavos. Por ejemplo, una casa de 50' x 130' podría ser compensada por $460. This debate has already dragged on for many years. Some solutions were proposed in recent meetings between the Mexican government and the people of San Salvador Atenco. The government says the people will remain poor as long as the land is not "developed", but when the mall is built they can work in the shops. The government also proposed paying more for the land, but the government won't say how much more. The people reply that they will refuse any proposal because they want to keep their land and homes.
Este querella se ha arrastrado por muchos años. Algunas soluciones fueron propuestas en recientes encuentros entre el gobierno Mexicano y la gente de San Salvador Atenco. To pay one sixth of the market value of bare land, and nothing for the buildings on it, is an insult. The town is poor; it is almost what Americans call a "slum". But their social bonds are different than in an American slum whose occupants feel trapped there, longing to move to better, safer neighborhoods but lacking enough money to leave. In San Salvador Atenco, land has been passed down from generation to generation. Extended families live near each other, and work together. Their town holds their families together, employs them, and is their pride.
